to such Powers as signed the special protocol to put the convention into force among themselves. America, the Netherlands, and China bave already signed this protocol; possibly Great Britain, with Russia, Japan, and France, might co-operate with the three signatories in stopping the Far East illicit trade in morphine, since Germany's export trade is presumably cut off
